Clerk’s Report October 2019

The October meeting took place on a very wet evening and recent reports of flooding were discussed. Any incidents of flooding on the highways should be reported to Warwickshire County Council’s Flood Risk Management Team at https://www.warwickshire.gov.uk/flooding. This is not an emergency contact, if there is immediate risk 999 should be called, but the Flood Risk Management team will investigate the cause of flooding at a later date.

Parking along the verges and on Old Warwick Road was also discussed; some residents had raised concerns that parked cars obscure the line of vision when exiting their properties. The verge is very easily damaged in wet weather, and therefore environmentally damaging, parking there whatever the weather is dangerous.

The on-going improvements to the Village Hall Play area have continued with new fencing and bins being installed.  Thanks were extended to the Lapworth Charity for the generous donation that has enabled these additional enhancements to be made.

Warwick District Council has published for consultation a draft of Canalside Development Plan Document (DPD).  As a Parish that benefits and enjoys two canals local residents are encouraged to look at the proposals and comment if they wish to.

A DPD is a document that fits within the Local Plan framework, but has been prepared separately as it deals very specifically with a particular aspect or topic. In this case, the canalside has been given special consideration as it is considered that this area has long been neglected in terms of development and public use and that there are opportunities in this area which could be exploited for the local and wider community.  There is a policy in the Local Plan (Policy DS17) which commits the Council to undertaking this work.

“The Council will prepare and adopt a Canalside Development Plan Document (DPD) to:

  1. assess the canals in the District and their environment and setting;
  2. identify areas for regeneration along urban sections, particularly for employment, housing, tourism and cultural uses; and
  3. identify areas for protection, where these are appropriate, throughout the canal network within the District.

This document will designate particular areas and uses and will set out policies for use in assessing planning applications.”

The Development Plan Document will provide policies which will guide officers in the determination of planning applications in the area, on adoption.

These documents are now subject of a public consultation which will close at 17:15 on 2 December 2019.

The next Meeting of the Parish Council is scheduled to take place on Monday 11thNovember at 7.30pm in the Committee Room of Lapworth Village Hall. Meetings are held at the same time the second Monday of each month.
